Young People, Crime Prevention and the Arts Initiative

Arts SA in partnership with the Office of Crime Prevention (Justice Portfolio) is developing a joint initiative targeting young people "at risk", using arts activity (eg drama, contemporary music, or visual art) as the medium. The objective is to offer high quality opportunities for young people to explore and express their creativity and their aspirations, provide pathways to employment and other community support systems, and to demonstrate to young people that their contributions are valued and respected. To be jointly funded initially by Arts SA and the Office of Crime Prevention.

Target group: 10-18 years

Aboriginal Youth Accommodation Options Working Group (Bail Options)

Accommodation option for Aboriginal youth aged 10-18 years both on and off bail.

Target group: Aboriginal youth aged 10-18 years

Coverage: Metro and Port Augusta

Timeframe: 12 Month Pilot

Family and Community Development Program

Grants provision targeting young people who are marginalised and vulnerable as result of life circumstances, unemployment, homelessness, offending, drug and alcohol abuse and violent behaviour. The major objective for the Family and Community Development Services funding is to enable families to provide a caring environment for their children which protects them from neglect, harm, abuse and exploitation, and ensures they are not disadvantaged and allows them to reach their full potential.

Carclew Youth Arts Centre

Carclew aims to develop and provide programs of excellence in all art forms for children and young people to the age of 26 years, including disconnected young people. Carclew delivers arts workshops, activities, training, volunteering, skill development, networking and performance opportunities for all young people.

Online Forum (part of Integrated Youth Strategy)

To increase the effectiveness of Youth Advisory Committees by enabling committees and individual members to develop and maintain strong linkages with each other across the state.

Funding has been made available to establish or strengthen Youth Networks across South Australia to progress locally based youth empowerment initiatives.

Youth Employment Program (part of Integrated Youth Strategy)

Supports young people who are experiencing barriers to successful participation in the labour market.

The program has two components: 

  • The funding of locally driven initiatives that seek to enhance young peoples' chances of success in the labour market 
  • The development of a 3 year Youth Employment Strategy

Target group: Young people experiencing a high level of unemployment

Youth Advisory Committee Grant Scheme (part of Integrated Youth Strategy)

Local councils are eligible to apply for funding to establish or strengthen Youth Advisory Committees. Youth Advisory Committees are linked to Local Councils and provide youth advice on a range of issues and empower young people because the young people themselves are responsible for their operation.

South Australian Youth Advisory Forum "SAYit" (part of Integrated Youth Strategy)

Brings together young people, members of Youth Plus - Ministerial Youth Advisory Committee, Youth Advisory Committee members and local government employees who work with young people across SA to discuss ideas that relate to young people and Youth Advisory Committees.

Target group: 12 to 25 years

Coverage: State wide

Partnership and Outreach Education Models (POEMs)

Regional networks will ensure broad cross sectoral partnerships involving the education, community and business sectors are instrumental in building education and training pathways for young people unable to participate in mainstream education.

POEMS will be developed where:

  • Education and training services are delivered in settings where young people gather and are comfortable
  • Local partnerships involving youth and community agencies, schools, training providers and local employers are essential
  • Education and training approaches are developed and delivered in consultation with young people
  • Foundation and employability skills are a primary focus

Young people at risk or disconnected have:

  • opportunities to develop their understanding of work culture.
  • Vocation experiences in supportive and well supervised work settings
  • Opportunities to participate in SWL, obtain employability competence in IT use.

Target group: Young people who are disconnected from mainstream education and training

Transition Support Networks

Regional networks will, through Transition Support Networks develop approaches to career and transition support which will provide assistance to young people and their families. It will be driven by local partnerships and will allow regional networks to respond collaboratively to the needs of young people and the local community.

The project aims to support transition support networks to:

  • Set their own locally relevant objectives within the agreed Career and Transition Management Framework
  • Design their own advisory and planning structures and local action structures
  • Pool local, state and CW bodies to support local initiatives
  • Support 13-19 year olds, especially young people who are disconnected from schools or are at risk of leaving school early, by strengthening their abilities to make successful transitions to post school options.

Ministerial Advisory Committee on Victims of Crime

The Committee comprises representatives from Govt agencies covering education, human services, Aboriginal affairs and justice. It also has a representative from the Victim Support Service and the Law Society.

In 2001/02 priorities include:

  • access to criminal injuries compensation to be extended to youth without the consent of actual offender
  • improve services to victims from culturally and linguistically diverse backgrounds, victims with a mental impairment and child victims.
  • consider how victims, particularly children, can be more involved/ empowered in the criminal justice system

OCBA does not have any specific initiatives to address these recommendations however there are a range of packages which can be incorporated in bigger strategies. Eg, OCBA maintains a range of financial, renting and purchasing advice specifically aimed at younger people who are trying to make their respective ways in late teens or early adulthood.

OCBA is also a regular contributor to school curriculum work on consumer-related issues by providing materials and presentations. OCBA can provide supporting information to teachers who want to equip students with basic personal survival and life skills in the areas mentioned above as well as provide presentations to groups of students and has regularly done so in the school environment.
