Australian Council for Educational Research Ltd (ACER)

The Australian Council for Educational Research Ltd was established in February 1930 with a grant from the Carnegie Corporation in the United States which supported it until the early 1940s. ACER is a national, independent, not-for-profit company limited by guarantee and registered in the State of Victoria.

ACER's operations fall into three parts:

  • research and development projects, some supported by an annual grant from Commonwealth, State and Territory governments and some undertaken on contract for a range of agencies;
  • services provided on a user-pay basis, including testing services and conferences; and
  • sales of educational and psychological books, testing products and other materials.


Since July 1987, ACER's research and development program has been organised thematically on a triennial basis. The program for each triennium is established by ACER's governing board on the basis of advice from staff, which in turn, takes account of advice received through consultation outside ACER with the major providers of education in Australia, educational practitioners and other researchers.

Authority for ACER's policies rests with its governing Council. Council membership consists of three nominees of the State Institutes of Educational Research, two nominees of the Conference of Directors-General of Education, a nominee of the Secretary of Commonwealth DEETYA, a nominee of the Chair of NBEET, an elected staff member, the Director of ACER and five members co-opted by the Council.
