An Even Start - National Tuition Programme

An Even Start - National Tuition Programme was an Australian government initiative aimed at improving the literacy and numeracy skills of school students. Curriculum Corporation provided national management for major aspects of this program. A precursor program, the Reading Assistance Vouchers (RAV) scheme, provided tutorial assistance to students who fell below the national reading benchmark at years 3, 5 and 7.

An Even Start provided tuition for literacy or numeracy to the value of $700 per child to students who did not meet one of the national literacy or numeracy benchmarks in 2007 for years 3, 5 or 7. Students in these years (or age equivalent) who were formally exempted from the 2007 benchmark tests will also be eligible to receive assistance.

Parents had the option of choosing school-based tuition or tuition by a private provider, such as a tuition company or private tutor.

As Private Tuition Coordinator, Curriculum Corporation administered An Even Start - National Tuition Programme for private tuition providers Australia wide. In addition, Curriculum Corporation administered the program for all school-based students in the Victorian government, Catholic and independent school sectors.

Key features of An Even Start included:

  •   Flexible mode of delivery: one-to-one or group tuition
  •   Parent/caregiver choice of school-based or private tuition
  •   Pre- and post-tuition assessment.

Some historical information about An Even Start - National Tuition Programme is available on the An Even Start website.

Curriculum Corporation also administered the Reading Assistance Vouchers (RAV) scheme on behalf of the Commonwealth, and supplementary program in Victoria.
